: After Homer abandons Bart and Milhouse to chase a radio prize, the boys find Chief Wiggum's patrol car and accidentally crash it. While Milhouse is released by the lenient Judge Snyder, Bart faces the harsh new Judge Constance Harm , who orders that Bart be tethered to Homer around the clock.

: As punishment for cutting the tether, Homer and Marge are placed in wooden stocks by the roadside. They eventually attempt to get revenge by sinking Judge Harm's houseboat.
