Three years after the events of the first film, the walls around District 13 remain, and the state of the ghetto has worsened. The district is now split between five rival ethnic gangs. A corrupt government agency, , led by Walter Gassman, orchestrates a plan to frame the residents for an attack, providing an excuse to raze the neighborhood for redevelopment. Damien and Leïto must unite the rival gang leaders to storm the Presidential palace and prevent a nuclear air-strike intended to wipe the district off the map.
